- On Tuesday, December 1st, 2020, David Salant participated in a conference sponsored by the Columbia Institute for Tele-Information (CITI) titled Empirical Research on the Impact of Recent Spectrum Auctions on the Market Structure of Mobile Communications. Dr. Salant presented the paper below. The webinar provided an empirical analysis of the impact of auctions on market dynamics. Speakers addressed European experience in 4G – there, low band auctions have allowed larger incumbents to win more spectrum and increase market shares, but the same is not true for higher band auctions for capacity spectrum. The webinar also discussed how package bidding appears to facilitate increased ex post concentration of spectrum holdings. The impact of concentration in spectrum markets and retail markets on investment was also discussed. Finally, the webinar addressed the extent to which government intervention can be effective to ensure competition. More information can be found at http://www.citicolumbia.org.
